5 elements of coach pricing
Quotations mainly contain these five elements. Understanding them helps estimate a budget and compare whether quotations include the same items.
1. Vehicle: seating determines the base fare
Price bands are 24/28 seats, 45/60 seats, Mercedes-Benz and 7-seater. 24 and 28 cost the same; 45 and 60 cost the same.
2. Hire option: one way or hourly
One way is point-to-point, priced by area and including the Cross-Harbour Tunnel and bridge tolls; Hourly hire is by the hour, with a 4-hour urban minimum or 5 hours for The Peak/Southern District, excluding tunnel and parking charges.
3. Area: more distant destinations cost more
For a 24/28-seater leaving Kowloon, urban Kowloon is $500; Sha Tin/Tseung Kwan O $550; Ma On Shan/Tai Po $650; Sai Kung/Yuen Long $700; Tin Shui Wai/Lok Ma Chau $750. Some Eastern/Southern District places add $50 per journey.
4. Time: early-morning and late-night overtime
Local hourly use before 08:30 or after 22:00 adds $100 per journey for 7 seats, or $100/$200 for 28/45/60.
5. Extras: tunnels, stops, waiting and remote locations
- 28/45/60-seat one-way alternatives add $55 for Eastern Crossing, $110 for Western or $120 for Tai Lam.
- An additional on-route hourly stop adds $100.
- Waiting is limited to 15 minutes; exceeding this is charged as 1 hour.
- To Fung Shan/Lung Kwu Tan add $100; Tai Mong Tsai/Pak Tam Chung/Baptist Assembly add $50.
Hourly estimate formula
Hourly fare ≈ hourly rate × hours + overtime + extra stops + tunnel/parking. Example: 45 seats for 5 urban hours plus one stop: $380 × 5 + $100 = $2,000, plus tunnel/parking.

What is the average coach fare per passenger?
As hire is charged by vehicle, the average depends on passenger count. These examples use urban Kowloon one-way fares:

Coach licensing and safety essentials
Passenger Service Licence
Hong Kong coaches are non-franchised buses. Operators need a Passenger Service Licence under section 27 of the Road Traffic Ordinance (Cap. 374), issued by the Commissioner for Transport, and each vehicle needs a certificate. Government guidance warns that unapproved services may lack valid accident insurance.
Regular shuttle services
Staff/residential services must follow particulars approved by the Commissioner for Transport, so arrange long-term shuttles early.
Seat belts
Enforcement of the statutory passenger seat-belt requirement has been deferred. Wear fitted belts throughout for safety, with children supervised by adults.
No overloading
Passenger numbers must not exceed approved seating. Arrange additional vehicles for larger groups.
